I believe we need a more active role for governments and regulators. By updating the rules for the Internet, we can preserve what’s best about it — the freedom for people to express themselves and for entrepreneurs to build new things — while also protecting society from broader harms.

Suggests there are four areas. Gov involved. Third Parties policing. Data/Privacy.

They're already geared up for GDPR so my guess is that they are hoping to begin self regulation. Before they need to comply with 57 varieties of those same regulations imposed by various entities around the world.

Seriously, Zuck is giving mixed signals, and has been for several years.

What I DO FEAR is that gov will play along and we get something that is worse than what we now have. (no tin foil, just living long enough to see this from an historical view, dating back to the break up of Bell...)
