Hey, I just found out that someone is running our exact same ads on our exact content (ripped) on multiple sites. No wonder the bidding got higher. Apart from the question how they got our exact materials, what are the exact steps you would do? They are monetizing with adsense and have multiple million visits...(Before you ask, I tried talking with him, he promised to stop, and I just got targeted by my own ads, running to his domain)

I would be looking through the help pages at Facebook Advertising, check their policies and gather the information: [facebook.com...] where they list unacceptable content. It says:
10. Third-Party Infringement
Ads must not contain content that infringes upon or violates the rights of any third party, including copyright, trademark, privacy, publicity, or other personal or proprietary rights. To report content that you feel may infringe upon or violate your rights, please check these details.
so if your own content is being repurposed you can file a complaint. Report it through their forms.

Be persistent. FB requires a 2x4 from time to time.

Not kidding about being persistent. And when talking numbers like that an attorney might be useful as well.

Since they are "monetizing with adsense", maybe you can get action through that channel? There is a related discussion about removing such copied content here: [webmasterworld.com...]

Hey, it looks like google adsense is keen on keeping that ad revenue....they said something like we cant give back the money to the advertisers.....Although i can prove its all earned on stolen content
