Can I create a fanpage without personal account? I don't want fanpage connected to the personal account. Because if one of them blocked. All of them in danger.

Your personal account is for you and your friends. To benefit from having a Fanpage, you want to have a Business Account. That gives you access to stats, advertising options, and reports and data you can't get with a personal account.
