Show Ads To Only My Friends On Facebook?

Hi all;

Can I target ads to the friends of my personal facebook page? (I don't know their email addresses, unfortunately.)

I have a very local service businesses and for the last month or so have been making facebook friends with people who might be interested in my services.

So can I advertise to those friends with a facebook ad?

also, can I show ads in their news feed if my Fan page is under a different facebook account?

I don't know why, but when I signed up for facebook, I had my personal account under one email address / account, and the fan page for my business under another email account.

Since my business page / fan page doesn't really have many - if any - fans or likes, then can I get rid of it and instead start a NEW business page under the same account that my personal page is under?

I noticed on one of the Ad Help Pages it says something about using the person's facebook ID from mobile apps only, but not sure exactly what they mean:

You can create a Custom Audience using email addresses, phone numbers, Facebook user IDs (from mobile apps only)

Does that mean I need to download the facebook app onto my phone and somehow get the facebook ID's from that facebook app?

I thought I should update this in case anyone cares.

It seems like yes, you CAN create a custom audience that would include only your friends, allowing you to basically show to only your friends.

However, you can't just go to your friend's profiles, grab their profile IDs and upload them to facebook.

In the past, you COULD do that.

Now, facebook requires you to use an app to collect them (you could use your website, but facebook checks somehow - don't know HOW they do it - that those people were actually collected through your app).

I believe that you CAN still create an audience if you have their EMAIL addresses, but that would be harder to get.

As an alternative, I am using the audience builder to generate a custom audience within 10 miles of me that has a particular job title.
