I have seen that even short URL (unique) can not be added.

Error message is the following:
greatweb is not eligible for a username at this time. In the future, Greatweb will be able to set a username.

Is this true and not working anymore? I thought this will be temporarily issue at Facebook but this is all the time.
Need help.

You can still get a custom user name for a page - as a matter of fact you no longer need to have 25 fans to do it. You should be able to get the user name after that page has been created (if it's available).

Click on Edit page (if you are on the wall)
Under basic information there is a link to get a custom user name if your page does not already have one. Click on that - enter the user name in the box *IMPORTANT* Make sure you are not setting the user name for your personal profile, which is the default selection. Use the drop down to select the page you want to name and hit submit. Should go smoothly.

FB will prevent certain names from being used - especially if the sounds really "marketing like" or slimy.

I thought it was either submitting your mobile number or having minimum of 25 fans.

As Melissa quoted it is actually not true.
Your page needs at least 25 fans to have a username.
If you are an administrator of a Facebook Page, you will be able to choose your username. Only one username is allowed per Page. If you were not able to get a username, your page may not be eligible to have a username at this time. Pages with more than 25 fans can get a username.

We got this username with only 23 likes... [facebook.com...] I just tried to do it again for another page and was told I can not - so perhaps the re-instated the requirement.

I just got one for one of my pages that only has 12 fans or likes. I do have 2 others that have a lot more and may be the fact that they are all managed by my one account.

Interesting feedback. I guess (assume) that there is profile security. If you have one page with short URL it will be added without fans (I have tested and it works without any fans). If you have added more pages and you wish to set short URL it will block you with number of fans.
