Posting From Facebook Group to Fans

If I'm the administrator of a Facebook Business page, how do I send a message to the Facebook Inboxes all the Fans of that page?

I've tried the "Send an Update" function in the past but I'm almost certain that those updates are not going to the Fans inboxes, but instead appear in their activity stream.

What am I missing?

Updates go to the Updates section under the Messages. They're not as prominent as a Message.

Other than an Update to your page I don't see a way to Message your fans.

New Events Invite do result in an external email notification to Fans.

The message includes a link to the specific Event item in the FB Fan page tab.
