Domain name extensions "Coming Soon"

theres a few domain names that I am interested in. These domain names are for countries that their domain name extension appears to be "coming soon".

is there anyway to pre-order the domains? And how do you find out when they are released?

I am subscribed to my domain registrar newsletter, everytime a new extension comes out they send me an email with all the details, dates, prices,etc...

I have found this very handy but I do not think all registrars out there do this.

Are these "new" countries?

Some have been waiting for years whereas others seem to go through very quickly.
