I never understood why even some very large companies do not have one of their marketing or IT staff purchase the domains for them using a company credit card.
There are other forums where you see this exact type of thing going on constantly. Marketing, Hosting, or Development company is no longer used and they give people a hard time to get to their domain. People need to wake-up and not buy there domains through a company such as this. If it's too tough for any of the staff to go purchase a domain at some of the large registrars...you need to take a hard look at your staff.

You need to contact a lawyer who does. The ISIL I'm sure could send you in the right direction:-

If your relative has said 'no' then don't bother him any further yourself, particularly while contacting the registrar, as above. Keep him in the dark.
If this process doesn't work, you may need to consult a lawyer, but I can understand that is difficult. Your lawyer may not know much about the internet, but hopefuly he can (and should) refer you to someone who does.
