Redirection of dns

Probably this has come up many times, sorry.

We have just registered a domain name in Germany and the company we used can not use our dns and said they are going to redirect it to our IP. Would that be a problem?

Do search engines penalise it?

Sounds like a bad registrar if they can't handle using your DNS servers.

But no, there should not be a problem with the pointed an 'A' record at your IP address for the domain name. But if they are 'redirecting' http requests using their own IP address I would advise against it.
