sound won't play on mouse over

I tried to play a sound using CSS, by entering a behavior. It only plays in IE, but a quicktime bar pops up with it. It doesn't play in Netscape or Safari. Does anyone know how to fix this?

On the other hand, the only cross-browser and cross-platform onmouseover sound method I've seen (heard, actually..) was done with Flash.
Not everyone has Flash or Flash enabled or sound ON, though.

I deleted what I did so I can't post it. Thanks for your suggestions. I'll try it again in Flash.
