When did :hover become official? Is it CSS 1.X or 2.X?

Oh yes, what versions of Gecko and Opera (and if KHTML existed at that time) first supported :hover and what were their release dates?

:hover is not in CSS1, but it was in the CSS2 specs since 1998 [w3.org].
