This type of template is best edited in a plain text editor, the better editors will color the html tags for easier editing. WYSIWYG editors like Dreamweaver create and edit specific types of files. If you use Windows, a good text editor is Notepad++ (a free download) and for Mac TextWrangler (Free) or BBEdit (Paid, but far superior). Another free text editor for Windows is PSPad. Most of these tools have tutorial help to help use the tools.

For your own long term benefit, learning html and css will help you more than any tool. There are many free learning and tutorial type sites online for both html and css. It is easier than it looks before you start and you can be surprised how far you can go with even one week spent learning.

Sorry, I thought that you already had a template and wished to edit it. To find a template to start editing, there are a few sites with free templates that are quite good.
These have been free to use since 2008: [matthewjamestaylor.com...] and the site offers many tutorials. I started with one of these templates a few years ago and altered a few things (mostly css) to have some very fast templates for better mobile delivery.
