I have the following CSS:
div.post-block {
border: 1px solid #c0c0c0;
padding:5px;
margin-bottom:10px;
border-radius:5px;
}
But the corners are not being rounded.

I used Inspect element and only the first 3 (border: 1px solid #c0c0c0; padding:5px; margin-bottom:10px;) are being rendered. No error messages, no line through border-radius:5px; (it doesn't show at all).

Not all browsers support border-radius yet. (caniuse dot com says MSIE 9 and up.) And if you've got anything like
div.blahblah anything-here {border-radius: something-else;}

where div.post-block is inside div.blahblah, there will be a conflict that you need to handle explicitly.

If you didn't change anything, it sounds like you were cached ...
