I am having my site's homepage changed into CSS for SEO purposes and wanted to know if there is a place we can get the work reviewed by other experts once it is done to make sure we are maximizing all benefits?

You have to take part in some reviews before being able to request one, it's very fair as the supporters are experts from all walks of life, and should be able to give you a balanced view :)
