Styling <title> element

I want to apply text-transform to the <title> element but it doesn't seem to be working.

Is this even possible?

What are other ways to apply css to the <title> element?

I think that CSS can't be applied to the <title> element. Because it appears outside of the browser window.

If you are Windows user than customize your display and appearance settings.
