"Strange" behaviour

I am far from any expert on HTML/CSS and I just noticed something strange on my main page. The page is <snip> and everything looks ok except when I downsize the window so right scrolling is necessary.

It makes the top and bottom bars "disappear" in the right side scrolling area. Can anyone enlighten me?

You'll have to post some code (see the TOS and use "example.com") so we can take a look. Include CSS and the html.
