vertical scroll bar

I am working on a web page for my school and am new to this. I have a header that is an image and covers the whole top of the page. In FF 3 the vertical scroll bar starts under the header on the right and continues down the page. In IE 7 the scroll runs beside the header and continues down the page. Is this an IE 7 characteristic, or can I make it start under the header and run down the page like FF 3? Thanks.

IE's scrollbar is always there, even when not needed.

I guess you're using absolute positioning to create the effect of a scrollbar that's only on part of the height, In IE this might create 2 scrollbars without the outer one being used. I've not tried it in IE8 yet, but that might be an interesting experiment.

Yes, I am. I am new to this so that may not be the best choice. At one time I did have two, just as you described and I cannot remember what I did to get rid of it. It is not happening now in IE 7 and FF 3 when I preview it.
