Help fix this CSS

There is a small but noticable CSS issue

I use a CSS inline list tab style nav which dips just slightly into the body area below it. The problem is that the body border shows up on top of the tabs nav until I mouse over a link on the tabs, then everything appears right.

I didn't want to use absolute and z but may have to?

Could you please give relevant html and css code snippets? Otherwise it's just guessing.
