css not refreshing in ie7/vista

css will not refresh in ie7 / aol 9.0 vr / vista

I have been working a website for about 3 months now. Last Friday my old computer died (it was 1e6/ aol 9.0 / windows xp)
My website uses server side includes, css, and is written with.asp

"The good old days" ****with my old computer, I would change things in my css file(s), upload them and hit the refresh button on my browser---BAM! the changes would show!

Now, with my new computer(ie7 / aol 9.0 vr / widows vista) the changes do not show I hit the:
refresh button--nothing same old page
F5 button--nothing same old page

I went into ie and changed the settings to "always check for newest versions of pages" and I cleared all caches and histories.

Still-same old web page. I really miss my windows xp!
P.S. regular .asp files refresh with changes just fine-just the css file(s) are driving me nuts.

Can anyone tell me how to fix this?

This seems to be a client issue not a CSS issue, webmasters generally benefit from not having proxies involved at all (although I'm not sure that's possible as a customer of AOL).

Shift-refresh helps in reloading everything in browsers like Firefox, not sure how IE7 works, I avoid using it whenever possible.

I do not recommend developing CSS in IE7 at all (actually I strongly recommend against it). It will mess with your head if you do.
