IE3 only supports inline CSS?

Of late I've returned to basics (which actually helped me figure out liquid CSS which works beautifully in IE4).

So in the back to basics train of thought I was wondering what CSS IE3 supports? After a bit of reading could anyone seriously confirm my current conclusion that IE3 only supports inline CSS?

I know there will be some odd reactions to this thread, no need for those however please. I'm obviously not going to attempt to support IE3.
