CSS 2.1 is a Candidate Recommendation

The CSS WG published the new Candidate Recommendation (CR) for CSS level 2 revision 1, with the firm intention that there won't be any more working drafts.

W3C is pleased to announce the advancement of Cascading Style Sheets (CSS) 2.1 to Candidate Recommendation. Implementation feedback is welcome through 20 December. [...] CSS 2.1 is derived from and is intended to replace CSS Level 2. A snapshot of usage, the specification brings the language in line with implementations, fixes errata and adds a few highly requested features including the inline-block value for the display property, the color orange and the values pre-wrap and pre-line for the white-space property.

Very much so! And I must say that I am quite pleased with the changes/fixes/updates. A lot of confusions have been straightened out.

Ah, excellent! So, bets on when we'll finally get the two interoperable implementations needed to take this to a full recommendation? As Bert said it'll stay in CR until at least the 20th Dec, but hopefully by that point there won't be any further hangups.

We're still waiting for two interoperable implementations of CSS2.0, and that was released on 12 May 1998 [w3.org], so I'm not holding my breath. :) It's a good thing that the CR is ready, but the glacial pace of development is a testament to the W3C's inaction over the last few years. Let's hope that CSS 3 will be released in a shorter timeframe, because I don't think we can wait another nine years.

To be fair, CSS2.0 was by general consensus unimplementable.

Regarding CSS3, the point of its modular structure is that we can see various modules released really pretty soon without having to wait for the whole thing. For example, the TV Profile and Media Queries modules are both in CR already and set to go to full Recommendation. I don't think we'll have to wait too long for the Selectors module to be finalised either, seeing as there're several mostly complete implementations.
