how to make transparent layer over an image?

Hello forums!
I had an image which is kept @ the background of a table.
I want to make a layer over that image ie transpaernt layer .
How to make that transparent layer using css?
Any idea?

Hey buddy!

You would basically have to set the z-index for the layer on top and positon it accordingly and then set the opacity of the new layer on top here is a good tutorial on that subject i find will have all your answers.
