Flash within DIVS

Problems with Z index

When i open my website in either firefox or IE its displaying my flash content div above my header and footer divs.

I have the flash div set to Z index 1 and both the header and footer divs set to 2 (both contain .png graphics for transparent overlay) which looks fine in dreamweaver, but not happening in browser windows. Is there something I am doing wrong?
