Page Content pushed down in IE

I am having a problem with IE(what else is new), I am trying to work out the compatibility issues and in IE my entire page is pushed down about 50px from the top. I this it may have to do with the way I have my positions and floats setup, but it works fine in FF. I have been working at it a bit and can't seem to figure how it is creating the space. any help would be appreciated.

The xml declaration before doctype throws ie into quirks mode. I don't have ie so can't text if just removing that declaration solves your problem.
