Floating menu/column

Has anyone created a floating menu or column.

I have an application and I wish to float the help area to the right of the content so, if the page requires vertical scrolling, the help menu will scroll up or down as the user scrolls up and down the content area of the application.

Any help would be greatly appreciated.
