Using CSS for layout including Lines

I am somewhat new to CSS as I've only used 4 or 5 CSS Functions (hover, etc.) thus far.

Is CSS used to in place of tables and images to create the effect of certain areas of the web page having borders. For example, I can easily go into Fireworks and create several rectangular areas or similar and have a border surround the perimiter of those areas. However, doing this is somewhat limiting due to using images.

Can CSS do this? If so, what is a good resource site or book I can use to learn the code? I have Eric Myers on CSS, but the book doesn't go into this area.

Any help is appreciated.
