TD defined to open new window for href

I'm trying to define the td tag with CSS so that any <a href....> items will open a new window if they are in a <td>; but so that no other <a hrefs...> will open a new window. Seemed simple enough to me; but I couldn't find a solution. Anybody know how to do this? Thanks.
