repeated theft of web pages

After google's removal of an offending stolen page (well it took 2 or 3 months) I see more pages are copied by the same site and appearing on google. This is too much!
I would have thought that google might be a bit more vigillant.
So now I have to go through the same months long procedure again.
Does anyone know if a snail mail is needed to be sent to the site server or if an email will do? I have already e-mailed the server and it seems nothing has been done, nor did I get a reply. Is there some place I can complain against the server?
I know I should ignore this idiot thief, but he really is a little close to home.
Oh, and other search engines tell me they will do nothing about them, now that stinks if you ask me.

Actually they didn't take the .css file (another reason to use css), so it lookes pretty ugly [smug smile]but still acceptable[/smug smile].
