Given that the Congress is controlled by the Republicans and their distaste for anything Hollywood, coupled with the fact that the entertainment industry is historically pro-Democrat, I see this proposed increase having trouble passing.

Hollywood funds both parties in the US, and the media industry funds politician everywhere, and has superb lobbyists, and a lot of threats (e.g. no British politician dares anger Murdoch).
