There was a previous discussion in 2005 about this, now too old to respond to. But my input would have to be that using basic logic would be the idea of posting the make, model, year, roundabout location (ie city/town, etc). And don't forget to add the incident. This may help you get around the desire to pinpoint a person without actually saying who they are.
It just so happens that I wanted to start an idea along the lines of what was spoken about. But after reading some of the responses I developed my own logic behind a problem such as posting the info of license plates.
