To CMS or not to CMS?

Hi All, great forum, been reading for a while but just signed up.

I am creating a website for someone, it requires a specific design they have asked for, however it requires some elements of a CMS.

I understand that you can only customise the look of Drupal/Joomla to a certain level, what i essentially want to do is create my own html page, and embed functions like a blog and story board etc....

Are there open source products to acheieve this, or do they all provide a complete solution like drupal?

I cant see how i could customise drupal ot joomla to the level i want, it seems you can only change a few skins.

Should i be looking at CMS systems, or attempt to write my own blog etc with PHP?

I suggest to find some other CMS and not JOOMLA. It depends all technical support on FORUMs. This is more used for NON-profit websites.

SPIP :)
French CMS, very good functionality like : Forum, RSS, Directory, Statistic, Multi Author, Multi block for personalize Meta H1 anchor header etc..

The better CMS in the Web but do it isn't know in English world .
Also in english Language
