uspto.gov, if you are in the U.S., otherwise your country's copyright office.

Read and understand.

Or maybe look for the newspaper's statement of ownership, etc. where you might find a statement that the content is committed to the public domain - in maybe 0.01% of newspapers...

In the broadest of terms my understanding is...

You could take articles from newspapers and other sources and rewrite them. However, if you were not adding anything new to your article, but simply rewriting the existing text, you would probably leave yourself open to charges of plagiarism.

An accusation of plagiarism will go hand-in-hand with a charge of copyright infringement.

You may take text from newspapers and other sources and use this text in the form of quotes. These quotes should be used to add further substance to your article or to support that which you are writing about, but should not be the article itself.

Your usage of these quotes must be within what is called "fair use"."Fair use" is a very cloudy area and further research on your part is recommended, as is broadening your own understanding of copyright in general.

As in all things to do with law, if in doubt, seek proper legal counsel.

In most cases, facts cannot be protected by copyright. "X arrived at the cinema at 10pm" is a fact. Creative opinions, and the way in which things are written, may be protected. "Steaming like a thousand kettles, X emerged from the ring after what seemed to be a fight he enjoyed thoroughly" is creative writing and opinion.

This is what for newspapers are paying news reporters and news agencies and you will be simply getting info for free [:)] , you will be liable for copyright violations in many cases i guess.

In nearly all cases I would say no and newspapers are wise to people just changing a few words, they do check via various means...since it is rife on the net.

You could certainly write an original story referencing reports in a newspaper or via an agency. But that is very different from editing a story.

Nobody likes someone getting a free ride off their work.

No, you cannot copy the contents though you can use the information. It depends on how creatively you can use the information provided in a newspaper article to give your readers a complete new write up added with more facts that the readers don't get to read usually.
