One of our 300 page sites has been copied in its entirety (HTML, images, PHP scripts, Javascripts, etc) without permission; an exact duplicate.

I sent Cease & Desist to email listed in WHOIS and to the hosting company. The hosting company shut them down within 12 hours (bravo) but did not delete these files. The culprit just moved to another cheap, shared hosting company the same day. I sent Cease & Desist again, he/she was shut down again.

I again find my stolen site under that same domain name at yet another hosting company a day later. The saga continues...

Is there a way I can have the offending domain made accountable instead of chasing them around the internet?

How did they manage to get the PHP?

Their site scraper comes from various IP addresses using spoofed UAs.

I just emailed their DNR with copies of the last 3 C&D.
