What is a good free editorial collaboration script?

I need to manage a team of editors for a review website.

In the past I have been the only editor and person to post articles to the website but recently I formed a team to do this with me. I need a script that will allow my reviewers to submit articles to a central area that would then allow the editors to assign those reviews to themselves. Simply to prevent them from working on the same article. That is pretty much all I need. Every script I have looked at so far has a million other features but not something straight forward like this. Any suggestions?

Most of these, the really good ones anyway, are grown in-house.

There was some rumors floating around the news community that AHN would make their NewsBahn available for license or as a hosted application, but I haven't heard anything about that for over a year.

There may be some plugins for blog applications that would give you a short cut to a useable tool.
