I would really appreciate some help regarding this question:

If a content article relevant to my site is used from a article exchange site, does it still add to the relevancy of my site for that content? (i.e. how to fix widgets? on a freewidgetwuotes site?

I take it that by 'used', you mean 'published'?

Yes, that PAGE would be highly relevant to the search terms; but may not figure in serps at all because of the duplicate issue.

It would not affect anything in particular about your SITE, however.

Hmmm... I might just add a thought or two. I would recommend that you do your own introduction, about a paragraph in length. You can then use the article in its entirety, title and all, with the resource and links just as offered by the article directory. Then do your own summing up a couple of sentences long following the article.

Do not use the article's title in the title tag, and write a customized meta description. Then I would make sure to get some one way backlinks to the page.

Do this, and you stand a good chance of outranking others who use the article, and not plunging into the supplemental index. Done right, the page can rank well for it's targeted keywords, and for long tails. Duplicate content becomes a non-issue, IMO. Fears about dup content are way overblown as it is.

Of course, to put a fine point on it, you could also add a keyword targeted rss news feed to the page - i.e. "Latest News about KEYWORD". That'll help keep the page from going stale and further minimize any dup content risk.
