How much change before it's a new image?

What percentage of an image needs to be altered before it's considered, legally or otherwise, to be a different image? I've heard 10%.

Not sure > but an image has an inherent copyright therefore any change at all would infringment on that copyright.

If you own the original copyright > it doesn't matter.

Creation of a derivative work is the exclusive right of the copyright holder or those licensed by the copyright holder.

If the picture is still recognisable as the original then it doesn't matter what percentage you have changed, you will be infringing upon copyright if not used with permission.
