But if the "excerpts" and images are fairly clearly from your site (for instance, word-for-word copying, rather than re-worked derivative text), then you might try contacting the web host.
And if you have found the owners of other material that has been plagiarised, then you might want to contact them with the information. Something like:
Dear Sir,It has come to our attention that http://badsite.com has posted infringing copies of our content to their site. Therefore, we have contacted the web host, http://webhost.net, at <abuse@webhost.net>, regarding the issue.
It also appears that http://badsite.com may have posted copies of your content, possibly taken from http://othervictim.org/pagename.htm, to their site, and we thought you might like to know.

If the web host gets e-mails from a dozen site owners complaining of plagiarism, this can help "nudge" the host into action. It isn't necessary, of course, but it sounds like you may have already done some of the "leg work" required.
