Newspaper 'snippets' , with links to original OK?

In general, is it acceptable to post a snippet (a paragraph or so) of an article, then have links such as "Read the full story HERE" to the original source? - I see many blog posts done this way, but i'm not clear on the legalities/morals of doing this..

It depends on several things, such as the size of your snippet, and whether you are commenting on that snippet or just including the snippet without any commentary on your own.
