Is it legal to have a video 'library'

I'm trying to come up with ways to add content to the site that will also benifit this niche community as a whole.

I came up with the idea of hosting certain videos, small and poor quality, that everyone can watch. These videos would be the begining video of a series, and could also help drive sales.

Is there any way to do this legally? What if I purchase all the videos myself, and create a script, in combination with a flash player, so that only one person could watch at a time.

How is this different from loaning a video to a friend? Only one person would be watching the video at a time, this seems to be to stay inside the spirit of the law.

Any advice about this? Is it legal? Are there any examples of this being done on the net right now?

Are these commercial videos, like TV shows or movies?

If so, look for language (pretty much always there) that these are solely for private, home usage and any other use requires paying through the nose........

Yes, these are commercial television series episodes. How is it that libraries can do this?
