I wrote several articles my self and pulling in decent traffic.
Good for you. You'll find time spent researching your topic will generate plenty of ideas for more articles, which in turn will increase traffic.
As for hiring writers, you may get a result posting your request on a site which connects writers and publishers. The more specialised your niche, the more you should expect to pay for quality writing. Pay peanuts, get monkeys, as the old saying goes.

Depends on your level and who your target audience is.
I'll offer the following on the basis that you're aiming to inform and advise senior managment within business - those for whom IT/Outsourcing are major concerns/issues - rather than the geek world...
If you're site can be construed as an authority source on these matters (or rather, it aspires to be an authority source on these matters) one of the best ways to get quality content - free - is to approach specialist IT/management consultants (the senior ones) involved in these areas and get them to write articles about the latest developments in IT outsourcing best practice/theory.
In my experience management consultants make for very good writers and their expertise and opinion is readily appreciated by most in the business world (even if it's from the perspective of totally disagreeing with the consultant's opinion!). Also, in the main, consultants love to write and are invariably enthusiastic - almost evengelical - about their work. This typically makes for very interesting and highly readable copy.
Did I mention that you can (depending on what you have to offer in the way of coverage/exposure to the author) get all this for free?
Of course, this might not be what you're looking for at all, in which case do excuse my presumptive rambling.

This doesn't get the article written for you, but gives you most of the content. Let the person read your write-up before you publish it, in case you misheard something or they misspoke or want to clarify a point (this isn't like investigative reporting, where you want to "catch" someone with a mistake).
Doing a search on Google will get you a list of some decent transcription services, some of which have really reasonable rates, like a penny per word.
Then take the transcribed interview and edit lightly before adding it to your site.
Plus, doing recorded audio interviews makes for great content that'll get some nice inbound linkage happening. You could also make it into a weekly feature or radio show, a podcast to put up on itunes, whatever.
If done right all of the above would draw some nioce traffic over time + you'd be positioning your site and yourself as an authority in the field.
