Do you think it is ok to use flickr images on my site? Who owns the rights of those images, the author or flickr?

Depends on which photos you are talking about. The photos are grouped under different licenses, some are free to reprint and use commercially PROVIDED you give a reference to the creator, other licenses state that all rights are reserved. Check the navigation bar on the right hand side of the photo page for bylines such as Some Rights Reserved or All Rights Reserved, click on them for more info. You can even go to search photo by certain license - use the site map and look for creative commons.

Most likely the photographer, but either way it's not YOU. Unless permission is explicitly given for the images to be re-used, you can't legally use them.

I have just found one of my photographs, copyrighted and registered with the US copyright office. It is therefore a copyright violation in itself and anyone who downloads it would possibly face copyright sanctions. These sites take anyones work and I would have serious reservations about using any image from a file share site unless you were able to contact the real copyright owner, who is not necessarily the scumbag who posted it.
