Past or Present?

I've finally decided to get going in 2003, I've started putting together a page based around a product, I'm not sure if I should be wording it in the past or present tense.

Which one should I use?. Anyone know of any previous posts of this subject please.

If you are describing the development of a product through time, consider using past tense. Otherwise, stick with present tense.

It's a before and after product, I considered past tense but was not 100%. Am now.
