If a writer is paid to create an article for a web site, is it the norm for the author's name to appear with the article on the web site, or is this at the discretion of the one who paid to have the article written?

Depends completely on the agreement reached between the parties.
It's not really a discretionary thing though, it should be agreed one way or the other in advance of the article being provided.

In my world it is completely at the discretion of the one paying for the article.
