Where do you find....Where can I find very specific writers/journalists for my site? I'm looking for people to write content/interviews for my site.

The focus of my site will be for 17-30 year olds mainly providing news on the music industry (but the tid bits on people in the movie and sports would also be acceptable).

The first problem I'm having, beyond finding someone to begin with, is how would I go about finding someone with the specific knowledge in those areas?

The second would be, I know that "content" writers get anywhere from $5-$50 per 500-1000 words, but are the "content" writers considered "journalists" as well? Is it generally accepted that content writers will basically regurgitate the latest news that pops up in the news, magazine, tv, or elsewhere on the web, or can I expect them to go out and get interviews like journalists? If not how much would I be looking to pay someone who goes out and gets interviews through their own volition?

These sites are useful for finding journalists/magazine writers - not cheap content churners... I don't know where you're based and anticipate that a couple of these will not be of use to you.

What do you want your writer to do?

As far as what to charge is concerned, I know that the UK's National Union of Journalists (NUJ) does offer advice [media.gn.apc.org] in this regard. (Being UK specific, this information may be of no use to you whatsoever..!) Bear in mind that, as in all things business, guidelines are subject to circumstance and negotiation.
