Forum Moderators: not2easy
I would like to create or add more content that will not distract, or be useless and ignored, but that will help draw people to the site to either take part in the forum and/or the magazine.
Any suggestions?

...primarily a... forum, and secondarily a... magazine...
Through serps, how do first time visitors find the combined site? Through the forum or through the magazine articles? What aspects of site content specifically draw in first time visitors?
If 'serp'd' magazine content brings visitors - visitors who then move on to the forum - then this is the way to go. If it is forum content that is 'serp'd' highly, then build around this. If it's a combination of both elements...
The key is to start with your site traffic stats; to identify the referrer logs and then type of searches potential visitors could be making. Then ensure genuine content is available to draw first time visitors in. Oh, and to state the blatantly obvious - to try and understand the existing and potential audiences.
As used to be said of web traffic stats, "there's gold in them thar hills..." It's still a great starting point. Understand what visitors want from the sector - and the sites serving it - and build on it.

Philosophically speaking, you understand...;-)
