I have a website with a product on it that I decided to give someone resell rights to. They have copied the website, but did change the pictures and changed some words around and changed the affiliate links. Is this legal as long as he changed the format somwhat and used different links?

If you wrote the content on your Web site and did not give them permission to copy it, then they can't copy it, since you -as the author- hold the copyright. Only limited "fair use [google.com]" quoting is allowed. Do a search for that term for more information, and consult with an attorney in your country/area for legal advice.
