What is the condition of Copyrights if particular content is already present on more than dozen of websites ..?

Unaffected.

The publishers may or may not have correct permission to republish the material, but that does not render the copyright 'broken' or make the material free-for-all.

Same basis that 'receiving stolen goods' is a crime in most places - just because it was already stolen doesn't make it ok for you to take it too.
