Is is OK to copy HTML (an article) of a page from a site and post it on yours. If you clearly give the authors and site location where you got it from?

No. That's too much.

Ask permission first. They might give it to you.

You can do that for an abstract, but the whole article is clearly overstepping "fair use".

Arguably copying an entire abstract would be going too far -- if the abstract exists separately, then if you copy the entire abstract, you're copying the entire work.

One solution would be to create your own abstract of the article. Which you could write to be keyword-rich, of course.

most of writers are alway searching for their articles online and to check if anyone is using it for their use.

So if you do it ans get caught, it would be bad for your site.

so you can simply ask for their permission in return to re-print the whole article and leaving all references intact.

Better still there are sites wher you get articles which you can use fr your website.

but i would recommend you to write your own/or hire someone to write fresh content or articles for you. this will help you to avoid penalize for duplication by google

I thank all for the comments. I will write my own articles or ask first. A gentleman on this site say's "An article a day". I believe him, but it does take precious time.
