I like mamboserver.com myself.
It does what you want and it would be easy to expand as needed.

Im just in the process of setting up mambo. so far so good, it is very easy to setup. I like the dynamic title & meta info for the content pages.I can't wait to finish it!
Thanks everyone for the advice.

With all those I have looked at I keep going back to Article Manager and I'm frustrated because the price just went up.
And to those wondering about getting a CMS, after 3 years of site management if there is one thing I now wish I could do over is to have started with a CMS of some kind.

I set up about 5 CMSs and found that working through PHPMyAdmin was the easiest way for me. A lot of control but latitude at the same time.

If you are willing to invest some cash, the BEST small site CMS IMO is Articlelive by interspire.
Great front end features, perfect for a content site.

I'd suggest Etomite. Really great if you are not afraid of some handwork, good validating source and terrific flexibility ;)
