Did Twitter change following limits June 6th

1.1 : 1 follower ratio does not work now

I have Twitter accounts for each language of my publication.

German version in near 3000 followers,
English version is near 4000 followers.

Since I had reached 2000 followers, there was the limit 1,1 : 1.
So when I have 3000 followers, I can follow 3300.

Buth first the German, one hour later the English version
shows "Twitter follower limit reached" at a 1,06 : 1 ratio.

It this something general?

After unfolowing some users, I have now a little bit more followers than following.

Still "Twitter follower limit reached"

I thought maybe they have reduced from 1,1 : 1 to 1 : 1
but this theory is now proven false
